Govt. in principle decided to develop Kesinga Spinning Mill project to a full-fledged operational unit looking to the abundant availability of processed quality raw material and other conducive environment. To this effect IDCO have been appointed as Transaction Advisor as per recommendation of ECI. The TEV report have been prepared by OPDCL (JV of ILFS and IDCO) to assess the market response and Expression of Interest EOI was carried out to assess market response in the year 2014 (March to June). Further, project structuring note was prepared and submitted for approval followed with review meetings at Department level. On approval of project structuring note the bid documents are prepared and approved in the ECI in 20th November 2014. Further the advertisement was made through newspapers after due legal consultation in January 2015 where due date was March 2015. Since response to this effect was not up to the mark it is proposed to go for Road Show specifically at Andhra Pradesh, Tamil Nadu and Gujarat in B2B mode with the help of Textile Committee and other allied organizations towards successful closure of the project.

Revival of Kalinga Weavers Cooperative Spinning Mills Ltd., (KALICOSPIN) Govindpur, Dhenkanal
Out of three nos. of spinning mills which are under privatization u/s 14B of OCS Act, the spinning unit at Govindpur, Dhenkanal i.e. KALICOSPIN will be revived through privatization. Necessary steps in this regard are to be monitored by SPINFED for early running of the unit through privatization.
Creation of trained manpower for Textile Industries under Self Employment Programme.
In order to face the present challenges of non-availability of man power in Textiles Sector, a proposal through Self Employment Programme to train 520 youths have been approved by Project Approval Committee headed by Chief Secretary with an budget estimated of Rs.90.16 lacs. Basing on the success story of this training, the programme will be repeated throughout the year. SPINFED is implementing this training programme. Rs.22,54,200/- has been released to train 130 nos. of unemployed youths. Training has been completed and UC submitted for Rs.20,80,800/- for 120 nos. of trainees.
Setting up of 28 nos. of Power loom unit in Jamujhari Open Air Jail.
Government of India in Home Department has taken steps for setting up of 28 nos. of Power loom Units in Jamujhari Open Air Jail. SPINFED has designed the project. This will be implemented through SPINFED. The total project cost is to the tune of Rs. 1.22 Crores.
Preparation of Project Report and commissioning of the Apparel Unit at SambalpuriBastralaya, Bargarh
SPINFED is associated with preparation of project proposal and commissioning of the Apparel Unit at SambalpuriBastralaya, Bargarh. The total project cost is to the tune of Rs.47.75 lacs, Government of Odisha in Handloom, Textiles & Handicraft Deptt. has sanctioned Rs.35.00 lacs and the balance Rs.12.75 lacs is to be met out of their own resources. The said project has been commissioned and started trial production. Project is monitored by SPINFED.
Establishment of a Textiles Apparel Park through scheme for Integrated Textile Park (SITP)
The project will be implemented by North Orissa Chamber of Commerce and Industries (NOCCI) and SPINFED has been associated form the beginning in preparing the project proposal and successful implementation of the same through Government in HT&H Department and Ministry of Textiles, Govt. of India.
Formulation of Textile Policy and Road Map for development of Textiles Industries in the State.
Textiles Committee, Government of India has been entrusted to formulate Draft Textile Policy and Road Map for development of textile industries in the State. Road Map has already been prepared and Draft Textile Policy is under process.

Creation of 9000 workforce in textile sector followed with employment linkage during 12th Plan period (under Scheme ISDS, MoT, Govt. of India, financial assistance of Rs.12.00 Crore)
Setting up of an Apparel Unit by M/s Shahi Exports Pvt. Ltd.,
M/s Shahi Export Pvt. Ltd., have submitted a proposal for setting up of an Apparel Unit in the premises of USPIN, Khordha. As per the proposal they require a land of Ac.8.5 with an project outlay of Rs.36.40 Crores with an employment opportunity of 2500 persons. In this context a meeting was held on 15.04.2015 with M/s Shahi Exports Pvt. Ltd., under the chairmanship of Commissioner cum Secretary, HT&H Deptt. Ac.10 of land including free hold land lease hold will be alienated for the apparel Unit in consultation with Revenue & Disaster Management Deptt.
Setting up of Incubation Center
Pilot phase for setting up of Incubation Center under the Scheme has been approved with an project outlay of Rs.13.04 Crore out of which GoI grant in Rs.12.93 Crores. First installment of Rs.4.00 Crores have been released on 02.04.2015. On 07.04.2015 a meeting was held with IDCO officials to finalize the modalities for setting up of the SINFED Incubation Center. In this context Govt. approval have been taken to enhance the building floor to G+6 instead of G+3 for accommodating the other activities of textile sector. IDCO has been asked to submit the plan and estimate for the purpose. Advance possession of the land has already been taken by SPINFED on behalf of HT&H Deptt. Govt. of Odisha
